A new plan is focused on creating meaningful and rewarding Seattle careers for local residents.

Local officials are hoping to soon launch the Seattle Jobs Plan, which would create next-generation economic development and a sustainable economy throughout the city.

The plan would use new and existing policies, programs, engagement strategies and investments to create quality jobs, protect the environment, and ensure that taxpayers get value from the city's investments.

"It's tough out there," Mayor Mike McGinn said. "People are hurting. We have important choices to make to position ourselves for the future – to be competitive, to take care of the environment, to take care of each other.

"I am making job creation a core priority for my administration, a priority supported by my Youth and Families Initiative and Walk Bike Ride," he continued. "We need to start transitioning toward the future. I will fight hard to expand quality job opportunities and will make sure city government is doing all that it can to partner with businesses big and small to help us meet the future."

The Seattle Jobs Plan will focus on making important investments in workforce development and training, entrepreneurial activity, key sectors of the economy, and next generation infrastructure.

Highlights of the plan include:

• Community Power Works will use $26 million in federal funding to complete more than $140 million of retrofit projects in six building sectors in a target district.
• Emerald Cities Collaborative will increase market demand for building retrofits by creating financing tools, targeting investment to create jobs for low-income residents, and developing community support for retrofit policies and public investment.
• A partnership among businesses, philanthropic and educational organizations will help provide career education and vocational training that results in good-paying jobs.
• The city will invest up to $2 million in the Seattle Jobs Initiative to double the number of low-income job seekers who complete at least one year of post-secondary education or training that results in a living wage job.
• The city will provide new financing for loans between $20,000 and $100,000 for new entrepreneur start-ups, business expansions and operations.
• The city will invest $300,000 in targeted minority and immigrant business support to improve access to credit and expert advice.
• The city and its lending partners will distribute $50 million in financing during the next 12 to 18 months to help disadvantaged communities and small businesses purchase equipment, make energy efficiency improvements, increase working capital, and create development projects.
• The city launched GrowSeattle.com, a new business services website designed to quickly connect new and existing businesses to frequently-used city services and programs.
• The city will work with industry, government and community leaders to support sustainable and smart growth in important industries, including manufacturing and maritime; healthcare and life sciences; content technology; energy efficiency; and retail, food and hospitality.
• The 2010 Adopted Capital Improvement Program will provide more than $700 million to support next-generation infrastructure, creating 2,500 direct jobs and just as many indirect jobs through projects such as building a broadband fiber network, improving the future capacity of major state road corridors, expanding Walk Bike Ride options, upgrading utility infrastructure, and investing in new fire stations.
• The city will monitor and report on five important economic indicators, including business income, job growth, business start-ups, performance of local K-12 and post-secondary education systems, and distribution of income.

The industry that represents education and medical jobs in Denver fared the best out of any industry last month.

During July, Colorado's unemployment rate remained at 8 percent for the fourth consecutive month, which is lower than the national average of 9.5 percent. Although the latest rate for Denver has not yet been released, the city had an unemployment rate of 8.4 percent during June.

The Denver-Aurora-Broomfield area had a total non-farm employment of 1,188,700 workers during July. According to the U.S. Bureau of Labor Statistics, this is down from 1,192,800 workers during June and a .9 percent decrease from last year.

The education and health services industry fared the best on a monthly and yearly basis during July. The industry added 2,000 jobs between June and July and increased by 3.6 percent over the year to 142,300 workers.

Four other industries saw a monthly increase in employment, including: professional and business services by 1,100 jobs; mining, logging and construction by 900 jobs; trade, transportation and utilities by 800 jobs; and leisure and hospitality by 500 jobs.

Three other industries added jobs over the year. The leisure and hospitality industry increased by .7 percent to 133,100 jobs, while the other services industry grew by .4 percent to 48,200 workers, and the government industry increased by .2 percent to 169,300 jobs.

When it comes to monthly job losses, the government industry was by far hit the worst, losing 8,800 workers between June and July. The manufacturing industry lost 300 jobs, while the information, financial activities, and other services industries lost 100 jobs each.

The mining, logging and construction industry was affected the most negatively over the year during July, losing 7.2 percent of its workforce, for a total of 72,600 jobs.

Other industries that experienced a yearly decrease in employment include: manufacturing by 5.9 percent; information by 3.5 percent; trade, transportation and utilities by 1.5 percent; financial activities by 1.5 percent; and professional and business services by .6 percent.

A new round of funding for broadband projects throughout the state will increase San Diego employment for years to come.

The U.S. Department of Commerce recently announced that it will award more than $200 million in American Recovery and Reinvestment Act grants to the State of California. The funding will be used for Broadband Technology Opportunities Program projects throughout the state.

"The projects awarded to California today stand to create hundreds of jobs for Californians and benefit thousands more," Gov. Arnold Schwarzenegger said. "Getting broadband access to those in underserved areas is essential to promoting economic growth and spurring job creation. The grants awarded to California today will supply that foundation."

A total of $1.47 billion is being invested in 66 broadband projects throughout the country. The program is being administered by the National Telecommunications and Information Administration and the Department of Agriculture's Rural Utilities Service.

In San Diego County, Zerodivide will receive a $686,157 grant and $300,000 in matching funds for the Tribal Digital Village project, which will increase broadband usage among the 15 Native American Tribes in rural parts of the county.

The project will provide 8,900 tribal residents and 2,000 residents in nearby communities with broadband training, awareness, and adoption programs. The effort is expected to create immediate jobs and provide a foundation for future economic growth and job creation.

One well-known automobile company is continuing to support San Antonio manufacturing jobs.

At a recent ceremony celebrating the launch of the Toyota Tacoma - which is being built at Toyota Motor Manufacturing in San Antonio - Gov. Rick Perry accredited the relationship between the company and Texas leaders for creating jobs and strengthening the local economy.

Toyota has already invested $1.4 billion in the San Antonio plant since it was established in 2003. The plant currently employs more than 2,800 local workers, about 1,000 of which were hired because of the new Tacoma.

"For almost four years now, pickup trucks have been rolling off the Toyota assembly line here in San Antonio, creating jobs for Texans and bolstering the local economy," Perry said. "The partnership between Texas and Toyota has been extremely valuable, and I am confident it will continue to yield great benefits for us all in the years to come."

Toyota's continued presence in San Antonio is great for the area's manufacturing industry, which was among the hardest-hit by the economic recession, but has started to slowly recover as of late.

During June, the San Antonio-New Braunfels area's manufacturing industry employed 41,700 workers, according to the U.S. Bureau of Labor Statistics. Although this is a 3 percent decrease from last year, it's an increase from 41,600 jobs during May 2010.

Bloomberg Businessweek named Houston first on its list of the Best Cities for New College Grads. Aside from creating 31,000 jobs since January, the city has a low cost of living and low unemployment rate, which are great factors for new job seekers.

Houston is home to 24 of the 57 biggest companies in Texas, including Conoco Phillips, Halliburton, and Continental Airlines. The city also has strong energy, aeronautics, and healthcare industries.

There are 61 entry-level employers in Houston, where college grads earn an average pay of $44,880 per year. In addition, the city has a cost of living index of 91.4 and an unemployment rate of 8.4 percent.
